Jeanne Clery Disclosure of Campus Security Policy and Crime Statistics
Act
Report for Calendar Year 2008
In November 1990, the Crime Awareness and Campus Security
Act (Title II, Public Law 101-542) was signed into law. This law
requires universities to produce and make available certain policy
statements and statistics about campus crime. In November of 1999 this
Act was renamed the Jeanne Clery Disclosure of Campus Security Policy
and Crime Statistics Act. It is now commonly referred to as The Clery
Act.
It is the policy of Appalachian State University to
publish by October 1st of each school year an annual security report
that informs students and employees of its safety and security policies
and procedures. Our annual report will also disclose statistics from
the previous three years concerning reported crimes that occurred on
campus, in certain off-campus buildings or property, either owned or
controlled by the University and owned or controlled by student organizations
recognized by the University and on public property within or immediately
adjacent to campus.
Along with the crime statistics found on the back on
this page, the Clery Act requires universities to publish the following
information in their annual security report:
- Procedures for students and others to report
criminal activity or emergencies on campus and policies concerning the
response to these reports.
- Policies for making timely warning reports
to members of the campus community when crimes occur on campus.
- Policies for preparing the annual disclosure of crime
statistics.
- To whom students and employees should report criminal
offenses.
- Policies or procedures that allow victims or witnesses
to report crimes on a voluntary, confidential basis.
- Policies concerning the security of and access to
campus facilities and security considerations used in maintenance of
campus facilities.
- The University Police arrest and enforcement authority,
including working relationships with state and local police agencies.
- A statement encouraging accurate and prompt reporting
of all crimes to the Police.
- Procedures that encourage pastoral and professional
counselors to inform their clients of any procedures to report crimes
on a voluntary, confidential basis for inclusion in the annual disclosure
of crime statistics.
- Information about programs offered to inform students/employees
about campus safety.
- Information about Crime Prevention programs.
- Policies and Procedures for monitoring and recording
criminal activity off-campus.
- Alcohol and illegal drug policy and information about
drug and alcohol education programs.
- Sexual assault policy and educational programs provided
to promote awareness of rape.
- Policies and Procedures to follow if you become a
victim of a sex offense.
- Procedures for campus disciplinary action in cases
of an alleged sex offense.
- Where information on registered sex offenders can
be obtained.
